Emergencies
When is it an emergency?
Tree trimming and removal is never dispatched as an emergency. It is booked to a date.
A limb through a roof goes out as roof repair, marked Emergency if water is coming in, and storm damage to a unit goes out as emergency restoration. The tree itself is booked once the property is safe.
Licensing
What license does a vendor need in Florida?
General information, not legal advice.
Trimming and removing trees is not one of the contractor categories that section 489.105 of the Florida Statutes licenses.
Section 163.045 of the Florida Statutes limits what a local government can require at a single-family home. It defines residential property as a single-family, detached building on a lot actively used for single-family residential purposes. On that property, a local government may not require a notice, application, approval, permit, fee or mitigation to prune, trim or remove a tree if the owner has documentation from an ISA-certified arborist or a Florida licensed landscape architect that the tree poses an unacceptable risk, and it may not require the tree to be replanted.
Documentation means a signed onsite assessment made under the tree risk assessment procedures in Best Management Practices: Tree Risk Assessment, Second Edition (2017). The section does not apply to mangrove protection. Apartments and commercial sites are outside its definition of residential property, so the section does not reach them.
Any Florida license can be checked by name or number on the state's Verify a Licensee search at myfloridalicense.com.

Questions
Questions about tree service.
Does a tree service need a license in Florida?
Not a contractor license. Tree trimming and removal is not a category that section 489.105 of the Florida Statutes licenses. Section 163.045 limits what a local government may require for a risk tree at a single-family home.
Can a city require a permit to remove a dangerous tree?
Not at a single-family detached home actively used as one, if the owner holds documentation from an ISA-certified arborist or a Florida licensed landscape architect that the tree poses an unacceptable risk. Section 163.045 also bars requiring replanting. Apartments and commercial sites are outside it.
