Emergencies
When is it an emergency?
Water that is still running, or sewage anywhere it should not be, is an emergency. There is no emergency response target yet: HQ calls back to say whether 1Stop can cover it, and a target is published once an approved vendor covers plumbing in the county.
If the water has already reached drywall, flooring or the unit below, send emergency restoration as well, so drying starts while the plumber stops the source. A slow drain in a unit that is still habitable is urgent: same day.
Licensing
What license does a vendor need in Florida?
General information, not legal advice.
Florida licenses plumbing contractors under section 489.105(3)(m) of the Florida Statutes. The license covers installing, maintaining, repairing and altering plumbing, including drainage, venting and water supply systems.
As with air conditioning, a certified plumbing contractor can work anywhere in Florida, while a registered one can work only in the local jurisdiction its registration covers. Either can be checked at myfloridalicense.com.
Water heaters sit inside that scope. Section 489.105(3)(m) names solar water heating systems and the water, natural gas and liquefied petroleum gas lines and venting a heater connects to. The same paragraph lets a licensed LP gas dealer or installer, or a gas utility's employee, disconnect and reconnect the water lines when servicing or replacing an existing water heater without a plumbing license.
Section 489.103(23) makes one exception for apartment communities of at least 100 apartments. An employee there who holds the National Apartment Association's certificate for apartment maintenance technicians may make minor repairs to an existing electric water heater, among other conditions, using new parts functionally identical to the old ones and costing no more than $1,000 for the repair, so long as the repair is not so extensive that it amounts to replacing the heater.
Any Florida license can be checked by name or number on the state's Verify a Licensee search at myfloridalicense.com.

Questions
Questions about plumbing.
What counts as a plumbing emergency?
Running water or sewage. Either is treated as an emergency, and HQ calls back to say whether 1Stop can cover it, since there is no emergency response target yet. A slow drain in a habitable unit is urgent, which is same day.
Should I send restoration along with a plumbing leak?
If the water has reached drywall, flooring or another unit, yes. The plumber stops the source, and the restoration crew extracts the water and dries the space before anything is rebuilt.
Can our own maintenance staff repair a water heater?
Minor repairs to an existing electric water heater, at a community of at least 100 apartments, by an employee holding the National Apartment Association's certificate for apartment maintenance technicians: section 489.103(23) of the Florida Statutes allows that, among other conditions, with parts costing no more than $1,000 for the repair. A repair so extensive that it amounts to replacing the heater is outside the exemption.
