Emergencies
When is it an emergency?
Paint is never an emergency on its own. In Orange, Seminole and Osceola counties a standard painting job has a 48-hour target, and a repaint inside a unit turn is scheduled to the turn's finish date.
Repainting a wall a leak has damaged comes at the end of a restoration job. The source gets fixed and the wall dried before anyone paints over it.
Licensing
What license does a vendor need in Florida?
General information, not legal advice.
Florida does not license painting as a contracting trade. Section 489.117(4)(a) of the Florida Statutes goes further and names painting among the job scopes for which a city or county may not require a license.
There is one narrow exception. A local government that licensed rooftop painting, coating and cleaning above three stories before January 1, 2021, may keep doing so.
Federal rules still apply in older buildings. EPA's Renovation, Repair and Painting Rule requires anyone paid to disturb painted surfaces in homes, childcare facilities and preschools built before 1978 to be certified, with workers trained in lead-safe practices.
Any Florida license can be checked by name or number on the state's Verify a Licensee search at myfloridalicense.com.

Questions
Questions about painting.
Does a painter need a license in Florida?
Not a contractor license. Section 489.117(4)(a) of the Florida Statutes bars cities and counties from requiring a license for painting, with a narrow exception for rooftop work above three stories where a local license already existed before 2021.
Does lead paint change anything?
In homes, childcare facilities and preschools built before 1978, yes. EPA's Renovation, Repair and Painting Rule requires anyone paid to disturb painted surfaces there to be certified and to use lead-safe work practices.
