Emergencies
When is it an emergency?
The request form treats a resident locked out, or an exterior door on an occupied unit that will not lock, as an emergency. There is no emergency response target yet: HQ calls back to say whether 1Stop can cover it, and a target is published once an approved vendor covers lock work in the county.
A rekey between residents is scheduled work, booked against the unit turn's finish date. A lock that sticks but still secures the door is same day.
Licensing
What license does a vendor need in Florida?
General information, not legal advice.
Locksmithing is not one of the contractor categories that section 489.105 of the Florida Statutes licenses, so Florida's construction licensing law does not reach it.
Wiring a door into a burglar alarm is different. Section 489.505 defines alarm system contracting, which covers devices that detect or signal a burglary, fire, robbery or medical emergency, and it is licensed under part II of chapter 489 alongside electrical work.
What 1Stop asks of a locksmith vendor is the current certificate of insurance and W-9 that every vendor keeps on file.
Any Florida license can be checked by name or number on the state's Verify a Licensee search at myfloridalicense.com.

Questions
Questions about locksmith service.
Is a lockout an emergency?
Yes. A resident locked out, or an exterior door that will not lock, is treated as an emergency, and HQ calls back to say whether 1Stop can cover it, since there is no emergency response target yet.
When should a rekey be booked?
As scheduled work, timed to the unit turn's finish date, so the new keys are cut before the next resident moves in.
