Licensing
What license does a vendor need in Florida?
General information, not legal advice.
Cleaning gutters is not one of the contractor categories that section 489.105 of the Florida Statutes licenses.
Installation is treated differently. Section 489.117(4)(a)3 of the Florida Statutes lets a local government continue to offer a license for veneer, including aluminum or vinyl gutters, siding, soffit or fascia, if it imposed that requirement before January 1, 2021. Rule 61G4-15.100(1)(a) of the Florida Administrative Code includes the installation of siding, soffit, fascia and gutters in the work of a structural aluminum or screen enclosures specialty contractor.
Any Florida license can be checked by name or number on the state's Verify a Licensee search at myfloridalicense.com.

Questions
Questions about gutter cleaning.
Does a gutter cleaning vendor need a license in Florida?
Cleaning is not a category that section 489.105 of the Florida Statutes licenses. Installing aluminum or vinyl gutters is a different matter: section 489.117(4)(a)3 lets a local government keep licensing it if the requirement predates January 1, 2021.
What happens when the cleaner finds a damaged gutter?
It is noted on the job with photos, and the repair is booked as its own job rather than folded into the cleaning visit.
