The work

What backflow testing work does 1Stop send?

Backflow preventer assemblies tested on the utility's schedule, failed assemblies sent to plumbing, for managed properties. It is billed per job, and it goes on your payout statement for the period, which 1Stop pays net-14 from completion.

1Stop is the contracting party: it buys the job from you and sells it to the property manager, so you invoice one company and never bid against other vendors for the work.

Licensing

What license does a backflow testing vendor need in Florida?

Florida has no state backflow tester license. Rule 62-555.360 of the Florida Administrative Code makes each community water system's cross-connection control program set the qualifications of the people who test backflow preventer assemblies, and the test procedures. A tester's qualifications are therefore whatever the property's water utility requires.

The rule says assemblies required at non-residential service connections are tested after installation or repair and at least annually, and assemblies at residential connections at least every two years. An assembly that fails to meet performance standards must be repaired.

Installing or repairing a backflow assembly is plumbing work. Section 489.105(3)(m) of the Florida Statutes defines a plumbing contractor as one who may install, maintain, repair, alter or extend plumbing.

What 1Stop holds on file for every backflow testing vendor is a current certificate of insurance and a W-9.
