The county
Where would an Orange County vendor drive?
Orlando is the county seat and the largest of Orange County's thirteen cities and towns, with 333,888 residents in the Census Bureau's 2025 estimate, ahead of Apopka, Ocoee and Winter Garden. The county itself began in 1824 as Mosquito County and took the name Orange in 1845.
Most of the county lives outside any city, though: 63% of its 1,528,002 residents are in unincorporated Orange County. Put the street address on a request, not just the town.
Orange County borders six other counties in 1Stop's region: Brevard, Lake, Osceola, Polk, Seminole and Volusia. The application takes every Florida county you will drive to, so list them all.
For roofing and restoration crews: FEMA designated Orange County for Individual Assistance after Hurricane Ian (2022) and Hurricane Milton (2024).

Getting set up
What does a vendor need to work in Orange County?
Orange County levies a local business tax, collected by its tax collector. The application carries any county or state license, certification or competency card the business holds. A state-licensed business shows the license first (section 205.194).
A contractor the state licenses through DBPR that has paid the business tax where its business is based owes no other city or county a business tax for temporary work there (section 205.065).
Building permits for unincorporated Orange County go through the county's Division of Building Safety.
A registered contractor can work only where its registration applies, so for work here it has to cover Orange County; a certified one works anywhere in Florida. 1Stop holds the license on file in the licensed trades, with a certificate of insurance and a W-9 for everyone.

Landscaping and irrigation
When can a lawn be watered in Orange County?
Orange County's fertilizer ordinance bars fertilizer containing nitrogen or phosphorus from June 1 through September 30.
The rest of the year, fertilizer with phosphorus is barred unless a soil test shows the area needs it, at least 65% of any nitrogen has to be slow-release, and no more than 1 pound of nitrogen goes on per 1,000 square feet.
All year, no fertilizer within 25 feet of a waterway, and none while the National Weather Service has a severe thunderstorm, flood, tropical storm or hurricane advisory out. A commercial applicator needs the Green Industries Best Management Practices training and an FDACS limited commercial fertilizer applicator certificate.
Part of Orange County lies in the St. Johns River Water Management District, whose year-round rule bans watering between 10 a.m. and 4 p.m. and sets the days by the address: two a week in daylight saving time, one in standard time.
Part of Orange County lies in the South Florida Water Management District, whose year-round landscape watering restrictions set the days by whether the address ends in an odd or an even number.
